Chapter 3. Requirements for labeling and labeling non-food items
Article 19. Requirements for the content of information on the labeling of non-food items.
1. Marking applied to non-food products must contain the following mandatory information:

1) the name of the country of origin of the goods;

2) the name of the manufacturer or an authorized representative of the foreign manufacturer, or the seller, including the use of a trademark;

3) address (location), telephone and / or email address, including the phone number and / or email address of the manufacturer or authorized representative of the foreign manufacturer or seller;

4) the name and (or) type (destination) of the goods;

5) the market circulation mark for goods having confirmation of the requirements of the relevant technical regulations;

6) shelf life (if necessary), service life.

2. Markings applied to non-food products, in addition to the information specified in paragraph 1 of this article of the technical regulation, may contain the following information:

1) parameters (characteristics or properties) of the product for its safe use;


  1. completeness of the goods, net weight and (or) gross, volume, main dimensions or other similar parameters;

  2. type and degree (class) of danger;

  3. operational documents (instructions for safe and effective use (method of use); terms and conditions safe storage, transportation, repair, disposal, burial or destruction (if necessary);

  4. mark of compliance with the requirements of mandatory or voluntary certification (if available);

  5. designation of a technical regulation and / or regulatory document, the mandatory safety requirements of which correspond to the goods;

  6. basic consumer and / or protective properties, and / or the field of application of the product.
3. It is allowed to put a bar code on the packaging of non-food items.

Article 20. Requirements for the application of the name and (or) type (purpose) of non-food products
1. Names and (or) types (assignments) of non-food products should be understandable to the consumer, accurately describe the product and allow the buyer to distinguish this type of non-food products from other types of non-food products.

The name of non-food products can be supplemented by the brand name, code name, name of the place of manufacture, the name of the manufacturer of the product, the application of the brand (trade mark), trademark.

The name of non-food products should not be misleading about its place of origin.

2. In the name of non-food products is not allowed:

mislead about its place of manufacture;

to attribute special properties that the product does not possess;

give one name to different non-food items.
Article 21. Requirements for specifying the name and location of the manufacturer of non-food items
1. The name and location of the manufacturer of non-food products include:

legal address, including the country of manufacture,

in case of discrepancy with the legal address, the address of production and organization in the Russian Federation authorized by the manufacturer to accept claims from consumers in its territory.

The legal address of the manufacturer of imported non-food items is indicated in the language of the country of its location (duplicated by letters of the Latin alphabet, if necessary), and the name of the country is in Russian.

2. An organization or an individual entrepreneur registered in the Russian Federation authorized by the manufacturer to accept claims from consumers must be indicated in cases where the name or location of such an organization or individual entrepreneur does not coincide with the name or location of the manufacturer, or when the manufacturer is located outside the territory of the Russian Federation.

3. It is allowed to put the inscription “Made under control (hereinafter the name of the company, manufacturer)” with the legal address, including the country of the specified company, manufacturer.

Article 22. Requirements for specifying the shelf life (service life) of non-food items
The list of non-food items that are considered unsuitable for their intended use after the expiration date, as well as the list of non-food items, safety indicators and quality characteristics of which change during transportation, storage and use, are approved by the Government of the Russian Federation.

The shelf life and service life of non-food products is set by the manufacturer from the date of manufacture.

Article 23. Requirements for the location of information on the labeling of non-food items
1. Marking of non-food products is made depending on the type of non-food product on the label, package, product and / or set out on the package leaflet and / or in the operational documentation (technical data sheet, application (operation) instructions).

2. Mandatory for application of the information specified in paragraph 1 of Article 20 of this technical regulation, markings must be easily readable and understandable and not mislead consumers.

3. The marking must be in Russian. For imported goods, it is allowed to use the Latin alphabet in designating the country where the goods are manufactured, the manufacturer's trade name, the address of the foreign manufacturer.

5. Means of marking on a non-food product should not adversely affect its safety, should ensure the safety of the marking during storage, transportation, sale and use of this product.

6 Labels with marking are placed in one or several convenient for reading places of packaging of non-food items.

7. The label design should not interfere with the reading of the mandatory labeling information specified in clause 1 of article 20 of this technical regulation and mislead the consumer.

8. Ecological labels of non-food items must be accurate, verifiable, appropriate for the intended purpose and not misleading.

It is allowed to apply environmental labels in the event that the product complies with the environmental safety requirements established in accordance with the legislation of the Russian Federation.

9. When marking non-food products, it is not allowed to put information: “Environmentally friendly”, “Radiation-safe”, “Made without the use of harmful substances” and others that are of an advertising nature, without confirmation of their authenticity by the competent authorities.

10. On the labels attached to the packaging of several units of goods, indicate their number.

Article 24. Additional labeling and labeling requirements for textiles and finished textiles


  1. Marking of textile materials in addition to the mandatory information specified in paragraph 1 of Article 20 of this technical regulation must contain: name and / or article of the material, name of textile fibers and designation of the content of textile fibers (mass fraction of fibers in%), dimensional characteristics of the material (width, length or the mass of the piece, roll); ways to care.
2. The composition of textiles is marked according to the following rules:

From one fiber it is indicated by its name with the indication “100%” of the fiber content and (or) the symbol “pure wool”, “pure flax”, etc .;

Of two or more fibers, one of which is not less than 85% of the total mass, is indicated or by the name of this fiber, indicating its mass fraction in percent; or by the name of this fiber with the indication “at least 85%”;

Of two or more fibers, but none of them makes up 85% of the total mass, indicated by the name and indication of the mass fraction in percent of at least two fibers with the highest percentage. The names of the other fibers that make up the product are listed in descending order of their masses, with or without an indication of their content as percentages. Fibers in the composition of textiles, the percentage of which in the product is less than 10%, can be listed together as "other fibers", indicating their total content in percentage; if the name of the fiber is specified, which is less than 10% of the total mass, then the full composition of this product should be indicated, indicating the percentage.

The fibrous composition of velvet, plush and similar is indicated for the fabric as a whole;

For materials consisting of different facial and lining parts, the composition is indicated separately for these two parts with the designation of their name;

For carpets, carpets - the name and fiber composition of the front part is indicated;

For coated materials (imitation leather, suede), the name of the material (base) and the type of polymer coating are indicated without indicating the percentage;

The raw material composition of the yarn consisting of the main thread and the outer one, made of various fibers, is indicated for the products as a whole or the composition of the main and outer threads can be specified separately. These components must be labeled.

3. Methods of care in the process of operation for the material in the form of characters, graphic images or text is applied to the label or leaflet, or indicate in the accompanying documentation.

4. Labels with markings are attached to the end of the piece (roll, etc.), to consumer packaging of non-food items. For threads and other similar products, labels can be attached to a reel (skein, etc.). Marking may be on consumer packaging or package leaflet.

5. On the labels attached to the finished textile items, the following must be additionally indicated: length of paper goods, size (length, width) of finished textiles.

6. When labeling a textile product, the following additional information may be indicated: name of color or color number, pattern, color stability, change in linear dimensions after wet processing, and other similar.

7. Materials intended for the manufacture of personal protective equipment with special finishes (impregnation) must have indications of the protective properties (purpose) of the material.

8. Marking of textile materials having a coating shall contain an indication of the name of the type of coating.

9. For materials made of natural fibers with an investment of up to 5% of chemical fibers, indicate the name of the natural raw materials without indicating the percentage of chemical fibers.

10. Textile materials sold directly to the consumer may not contain the entire labeling volume.

Section 25. Additional Labeling and Labeling Requirements for Clothing and Apparel
1. Marking of clothes, garments made of textile materials, in addition to the mandatory information specified in paragraph 1 of Article 20 of this technical regulation, must contain: name and / or article (model) of the product, size, raw material composition of the product material, ways of caring for the product in the process operation.

2. The designation of the raw material composition should contain the full name or abbreviation of textile fibers in the materials used for the manufacture of clothing. The designation of the fiber content is carried out in accordance with paragraphs 3 to 9 of Article 24 of this technical regulation.

3. The raw material composition of clothing with lining, indicate the raw material composition outerwear.

It is allowed not to indicate the composition of materials between the material of the top and the lining, the canvas and the materials used to impart stiffness, thickness or reinforcement of individual parts.

It is allowed to indicate the raw material composition of the lining and insulation.

4. For linen products, the raw material composition is indicated for the entire product, including the lining.

The raw material composition of the lining material is indicated separately.

The raw material composition of corsetry items indicate for the whole product or in parts.

5. Complete clothing, clothing, consisting of two or more parts that are different in raw material composition, must be labeled, indicating the raw material composition of each part, if it is more than 30% of the total weight of the product.

Kits consisting of parts that have the same raw material composition may have the same label.

6. Separate marking should be carried out in such a way that each part of the marking corresponds to the corresponding part of the product.

7. Clothing size is indicated by the full dimensions (in centimeters) of the dimensional signs of a typical figure: height, chest girth, waist girth, hip girth, neck girth, head girth, right hand girth or other dimensional signs depending on the type of product and the gender of the user.

Clothing size is indicated along with other details of the label on a label attached to the product. The size is reflected on the pictogram of a human figure or in a printed way.

8. Labels indicating the raw material composition of the product, care symbols are attached to the product. These details must be maintained during operation.

9. When marking can be specified ways to care for clothes during operation.

10. Additional requirements for clothing care and garments  can be set out in the instructions attached to each product.

11. Additional information: features of how to care for the product during operation, designation of regulatory and technical documentation, shelf life, recommendations for effective use - set out in the instructions attached to each product, put on packaging or use other methods.

Article 26 Particular requirements for labeling and labeling of clothing and goods made of fur and leather
1. Marking of clothing and products made of fur and leather, in addition to the mandatory information specified in paragraph 1 of Article 20 of this technical regulation, must contain: name and / or article (model) of the product; type of fur and processing (for products from waste additionally affixed "from waste"); Colour; clothing size or area (dm 2) for products: collar, cuffs and other finishes; methods of care during operation.

2. For fur productscovered with cloth indicate the name and raw material composition of the fabric.

For products with a lining, the raw composition of the lining can be specified.

3. Clothing sizes, methods of care during operation, labels are drawn up in accordance with paragraphs 9 - 11 of Article 25 of this technical regulation.

4. The marking of clothes made of fur and leather is applied on the labels in accordance with clauses 7 of Article 20 of these technical regulations.

5. Marking of fur collars, trims, hats, pelerines, boas and other similar products is applied on the label, which is attached to the product. Marking mittens, gloves put on the label, which is attached to the product or to consumer packaging.

Article 27. Additional labeling and labeling requirements for footwear and leather goods
1. Marking the skin, in addition to the mandatory information specified in paragraph 1 of Article 20 of this technical regulation, must contain: thickness, area or mass of the skin; date of manufacture.

2. Marking of shoes in addition to the mandatory information specified in paragraph 1 of Article 20 of these technical regulations, must contain: size, completeness; the name of the raw material, article and (or) model; Colour; protective properties (for special shoes).

3. The name of the raw material of footwear is indicated by a material constituting not less than 80% of the surface of the upper part, not less than 80% of the lining and insoles, not less than 80% of the sole volume.

4. To designate raw materials for each pair of shoes, an icon is used indicating the main parts of the shoe: the upper part, the lining, the sole and the symbols characterizing the materials used: leather, coated leather, textiles, and other materials.

5 A label indicating the raw material is applied to a label affixed to each pair of shoes and / or to consumer packaging.

The size of the fullness of the shoes must be indicated on each semi-pair of shoes and on the consumer packaging of each pair of shoes.

6. Details: the article and (or) model, color, protective properties (for special shoes) - must be indicated on the consumer packaging.

The group of protective properties of shoes should be indicated on each semi-pair of shoes.

7. On consumer packaging is allowed to indicate only the name of the top shoes.

8. Leather haberdashery products are labeled in accordance with the requirements established in paragraph 1 of Article 20 of this technical regulation. Marking is applied to the label, which is attached to the product or consumer packaging, or applied to the leaflet.

9. The labels of sleeping bags additionally indicate the size and weight; on gloves and gloves labels - size.

10. Marking mittens, gloves put on the label, which is attached to the product or to consumer packaging.

Article 28. Additional requirements for labeling and labels of electrical appliances, electrical goods
1. The marking of electrical appliances, electrical goods, in addition to the information specified in paragraph 1 of Article 17 of this technical regulation, must contain the designation of the model number or type of the instrument and the values ​​of electrical characteristics.

2. Depending on the type of electrical device, the marking should contain the following information:

voltage (nominal or range),

kind of current

rated frequency

rated power

wiring diagram, designation symbol,

the symbol of the degree of protection

sizes,

light parameters

date of manufacture (expiration date),

polarity signs and other parameters depending on the type of goods.

3. The marking of the appliance, the danger of which may increase due to its specific properties, must contain warning requirements in order to ensure safety.

4. The marking on the device must be legible, easily readable markings, placed in a visible place, persisting throughout the life of the equipment.

The marking must be applied to the device, the label attached to the product, packaging and set out in the operational documents attached to each device.

Electrical characteristics of the device, a graphic representation of the controls indicate on the device, packaging and operational documents.

5. Devices intended for use in places with special environmental conditions, as well as with high humidity, should be marked with an indication of the degree of protection and instructions taking into account the characteristics of their use.

6. Electrical lamps, cells and batteries and other similar products should be marked on the product: rated power or current, rated voltage, polarity signs and shelf life (for cells and batteries).

7. Connectors (terminals) should be labeled to connect the protective earth conductor, indicate the rated output voltage, maximum output current, maximum electromagnetic radiation, as well as a warning about the danger to human health or life.

Sockets designed to provide power to other equipment must be marked with the maximum allowable power consumption or current.

Article 29. Additional requirements for labeling and labels of radio electronic, audio, video and similar electronic equipment
1. Marking of radio electronic, audio, video and similar electronic equipment, in addition to the mandatory information specified in paragraph 1 of Article 20 of this technical regulation, must comply with the requirements specified in paragraph 2 of this Article.

2. Markings applied to an electronic device, audio, video and similar electronic equipment must additionally contain:


  • designation of model number or type

  • type of supply, rated supply voltage or range of rated supply voltages, rated current consumption, power consumption for the device intended to be connected to a supply network having more than one phase,
- information about the properties of the product, taking into account the danger that may arise during its operation.

3. Marking of electrical characteristics of devices set out in accordance with the requirements of Article 28 of this technical regulation.

4. Marking is applied on the device, the label attached to the product, packaging and set out in the operational documents attached to each device.

The operational document must explain the symbols used and, depending on the type of product, additional specificationsnecessary for effective use of the goods.

5. The instruction manual (instruction) should contain safety instructions for installation and operation and be supplied with the equipment to the consumer.

6. Markings on labels of audiovisual works, soundtracks of electronic devices programs and databases should additionally contain:

technical characteristics of the media, as well as recordings of audiovisual works, phonograms, computer programs and databases,

Article 30  Additional requirements for labeling and labels of household chemicals, paints and varnishes and other similar products
1. The labeling of household chemical goods, paints and varnishes, in addition to the mandatory information specified in paragraph 1 of Article 20 of this technical regulation, shall contain:


  • the state registration number of the chemical according to the State Register of Chemicals Permitted for Use on the Territory of the Russian Federation in the case established by the legislation of the Russian Federation,

  • hazard class (if any), methods of its storage and disposal,
- method of application, safety measures that must be followed during storage, transportation, sale, use and disposal of chemical products.

3. Marking of paints and varnishes, organic dyes should contain the following additional information: color name; Net weight; batch number.

4. The labeling of household chemicals in aerosol packaging should additionally contain information on the absence of ozone-depleting refrigerants, the composition of the product, the method of application, the warning “Flammable” or the corresponding symbol, conditions and rules for disposal.

5. The marking of detergent powder should contain the following additional information: the purpose, composition of the agent, method of use and precautions when using detergent.

6. Marking is applied on each unit of consumer packaging (tube, cuvette, jar, box, bag), on a label attached to the package or on a leaf.

Article 31 Additional labeling requirements

and furniture labels
1. Marking furniture, in addition to the information specified in paragraph 1 of Article 20 of this technical regulation, must contain the following information:

About the main material from which the product is made,

Its size

Characteristics of consumer properties for special purpose furniture.

2. Furniture that is assembled by the consumer must be accompanied by assembly instructions.

Article 32. Additional requirements for labeling and labels of mechanical engineering goods
1. The marking of the goods of mechanical engineering, in addition to the information specified in paragraph 1 of Article 20 of this technical regulation, must contain the following information: size, weight, carrying capacity, values ​​of the measurement limit, serial number according to the numbering system of the manufacturer.

2. Marking of goods should contain additional information about the properties of the goods, taking into account the danger that may arise during its operation, including:


  • electrical characteristics;

  • type and maximum values ​​of ionizing, electromagnetic or other radiation (if any).
The labeling of the electrical components of the engineering goods must comply with the requirements of article 28, electronic article 29 of this technical regulation.

3. Marking of goods with connected units must contain an indication of their proper connection and use.

4. On each product (device) working on gas, it must be indicated: the category of the instrument, the type of gas used, the nominal pressure of the gas.

5. On the device, equipped with electrical equipment, the following should be applied: rated voltage, rated power consumption (at a power exceeding 25 W), symbols of the degree of protection against electric shock.

6. Marking is applied to the product, the label attached to the product and (or) is set out in the maintenance document (instructions, passport).

7. Operational documents (operating manual, manual) should contain requirements for installation, commissioning and maintenance; requirements for the safety of operation of the goods. The operational document should explain the symbols used and, depending on the type of product, provide additional characteristics necessary for the effective use of the product, designation of the functional levers (buttons) for controlling the product.

Article 32  Additional requirements for labeling and labeling tableware, cutlery, household goods and decorative items
1. Marking of dishes, cutlery, household products must comply with the requirements of paragraph 1 of Article 20 of this technical regulation.

2. Marking of dishes may additionally contain:

The name or symbol of the material from which the product is made;

Size (volume, capacity or diameter);

Mass fraction of lead oxide (for lead or high lead crystal).

3. Marking depending on the type of product may additionally contain: size (length, width, area, diameter), batch number (if necessary), restrictions on the scope (if necessary), restrictions on recycling (if necessary), name of the raw material or coating products, instructions for use.

4. For household products, which are similar in form to those used for food products, put the inscription "For non-food products" and (or) the designation of the corresponding symbol.

5. Marking is applied on a label attached to the product and (or) consumer packaging or on a leaflet.

Marking, which characterizes the properties of the product (for example, size), can be applied directly to the product.

Article 33. Additional requirements for labeling goods for physical education and sports (except clothing and footwear)
1. Marking of goods for physical culture and sports should comply with the requirements specified in paragraph 1 of Article 20 of this technical regulation.

2. The marking of goods for physical culture and sports may additionally contain the following information: individual number (if any), size (mass or (and) linear), rules for safe use and storage.

3. The label on the consumer packaging of several sporting goods should contain information: on the number of products in the package, completeness, warning labels about safe and effective use of the product.

4. Marking is applied to the product, a label attached to the product and (or) on consumer packaging, or on a leaflet.

The size of the product is applied directly to the product.
Chapter 4. Conformity Assessment
Article 34 Form and rules for conformity assessment
1. The conformity assessment of the labeling of packaged food products and non-food products with the requirements of this technical regulation is carried out in the form of state control (supervision).

2. State control (supervision) over compliance with the labeling of food products and non-food products with the requirements of this Federal Law is carried out by an authorized federal executive body that performs the functions of monitoring and supervision in the field of ensuring sanitary and epidemiological welfare of the population, protecting consumer rights and the consumer market in accordance with with the legislation of the Russian Federation.

3. State control (supervision) is carried out by visually comparing information given on food and non-food product labeling with the mandatory requirements of this technical regulation, and, if necessary, with additional labeling requirements given in technical regulations for specific groups or types of food products and non-food items.

Section II.
Final and other provisions
Article 35. Entry into force of this technical regulation
This technical regulation comes into force six months from the date of its official publication.

Article 36. Bringing the regulatory legal acts of the Russian Federation and other documents into compliance with these technical regulations
1. From the day of the entry into force of this technical regulation, the provisions of the regulatory legal acts of federal executive bodies, establishing mandatory requirements  The labeling and labeling of food products and non-food products are advisory in nature and apply to the extent not inconsistent with this technical regulation.

2. From the date of entry into force of this technical regulation, invalidate in relation to food products:

1) Clause 3 of Article 18 of Federal Law No. 29-ФЗ “On the Quality and Safety of Food Products”;

1) paragraphs 2 and 3 of paragraph 2 of article 10 of the Law of the Russian Federation
2300-1 "On Consumer Protection".
Article 37. Responsibility for violation of the requirements of this technical regulation
For violation of the requirements of this technical regulation, the manufacturer, seller, person performing the functions of a foreign manufacturer shall be liable in accordance with the legislation of the Russian Federation.

An important part of any product is its labeling. In general, product labeling carries information regarding a product or items in any way related to its handling. For example, it may be legislatively required information or additional information transferred voluntarily.

It is important to note that product labeling is a whole complex of information in the form of text, color and graphic signs, and their combinations. Marking is applied depending on the specific conditions on the packaging, product, label, label or label.

Currently, international trade is acquiring ever increasing volumes. That is why for clarity of consumers, labeling is used in the form of some signs or elements that can provide specific information about a product in a compressed form. Such multilingual markings stand out from the total mass of such marks.

Product labeling must provide the user with important information about the product. It is developed taking into account all existing international labeling requirements.

In Russia, product labeling is still at the initial stage of development. For the effective development of this direction it is necessary to harmonize the requirements for the turnover of goods, of which the product labeling is a component.

There are the following main product labeling areas:

  • Warning labeling;
  • General consumer information about the product;
  • Transport marking (cargo marking);
  • Certification marks;
  • Trademarks;
  • Environmental labeling;
  • Special labeling;
  • Bar codes.

Marking Requirements

The manufacturer, supplier of the goods, the importer or another organization responsible for the accuracy of the information and the quality of the marking should provide the product labeling. Mandatory labeling of products must be legible and clear and, of course, clearly stand out against a contrasting background.

Product labeling must be sufficiently resistant to the effects of weather factors and must be preserved during the entire period of use of the product.

In the case when, due to the nature or size of the package, it is impossible to place a label on it, the relevant information should be contained in the accompanying documentation, and for each unit of production.

It is important to avoid placing extra, unimportant labeling on the package, as it may in some way reduce the value of the information that is vital.

Food Labeling

Foods that are sold in Russia, must necessarily be accompanied by the following information:

  • The product's name;
  • The volume or mass of the goods;
  • Manufacturer, country;
  • The list of main ingredients that make up the product;
  • Storage conditions;
  • The nutritional value;
  • Shelf life;
  • Cooking method;
  • Terms of use;
  • Recommendations for use;
  • Other information.

Non-food labeling

Information about non-food items should be limited to the following:

  • Name of the product;
  • Manufacturing company, state;
  • Terms and conditions of use;
  • The main characteristics and properties of products;
  • Other information.

The standard establishes information requirements for consumer food products. The standard applies to non-food products of domestic and import production, sold in the territory of the Russian Federation, and establishes general requirements for information about them for consumers. The standard does not apply to information for consumers of products in the following industries: aviation technology; shipbuilding; rocket and space technology; construction industry; weapons and military equipment; products and materials of the nuclear industry; printing products, works of art, individual products of art and folk craft; perfumery and cosmetic products; drugs and drugs. The standard does not apply to information on components and spare parts intended to maintain specific non-food items in working condition and not entering retail trade.

This standard does not apply to information for consumers of the following industries:

DEFINITIONS

In this standard, the following terms are applied with the corresponding definitions:

3.1  non-food goods:  The product of the production process, intended for sale to its citizens or subjects of economic activity, but not for the purpose of eating it for human consumption and (or) representatives of the animal world (hereinafter - the product);

3.2  consumer:  A citizen or business entity who intends to order or purchase, or ordering or purchasing specific non-food products for their own use;

3.3  customer:  Business entity that purchases goods not for its own use;

3.4  manufacturer:  Domestic or foreign business entity of any form of ownership, producing specific non-food products for their implementation in the Russian Federation by citizens or other business entities;

3.5  seller:  Domestic or foreign entity of economic activity of any form of ownership, realizing specific non-food products;

3.6  specific product:  Goods of a certain type and model (brand, style, article, etc.) produced by a specific domestic or foreign manufacturer;

3.7 trademark:   The designation allowing to distinguish the goods of one manufacturers from goods of other domestic and foreign manufacturers that are similar in type and purpose;

3.8  date of manufacture: The date stamped by the manufacturer of the goods and fixing the beginning of the compliance of this product to the established requirements;

3.9  shelf life (or service):  The period during which the product is suitable for effective use as intended;

3.10  marking:  Information supplied by the manufacturer directly to specific products, containers, labels or labels, etc.

Notes

1 If a particular product is packaged in a transport or other container in which it will be offered for sale, the date of manufacture should be supplemented with the date of packaging of the product affixed to the transport container and (or) packaging (consumer packaging).

2 After the expiry date, specific goods are considered unsuitable for their use for a direct primary (or functional) purpose. The manufacturer, setting an expiration date, is obliged to guarantee (with full observance of storage and transportation conditions) compliance of specific goods with safety requirements for life and consumer health, environmental safety, physical and chemical properties, as well as inform the necessary actions of the consumer upon its expiration.

3 The shelf life (or service) is established by the manufacturer of specific goods with an indication of the mandatory conditions of storage and transportation.

4 GENERAL INFORMATION REQUIREMENTS TO THE CONSUMER

4.1 The manufacturer or the seller must promptly provide the consumer and (or) the buyer (hereinafter - the consumer) with all necessary and reliable information about the non-food products offered for the sale, ensuring their competent choice.

4.2 Information for the consumer, depending on the type and technical complexity of the goods, should be presented in the form text document  (passport, form, application guide, etc.), applied directly to the specific product and (or) in the form of marking.

4.3 Information for the consumer, provided directly with a particular product, is written in Russian. Information can be fully or partially duplicated in foreign languages, as well as, at the request of the customer, in the official languages ​​of the subjects of the Russian Federation and the native languages ​​of the peoples of the Russian Federation.

4.4 Information for the consumer must be clearly understood, complete and reliable.

4.5 For domestic products manufactured according to the design documentation, the information for the consumer must comply with GOST 2.601.

4.6 Information for the consumer of a particular product must contain the following data:

1 product name;

2 names of manufacturer;

3 name of the manufacturer (the name of the manufacturer may be additionally indicated by letters of the Latin alphabet);

4 main (or functional) purpose of the product or its scope;

5 rules and conditions for safe storage, transportation, safe and efficient use, repair, recovery, disposal, burial, destruction (if necessary);

6 main consumer properties or characteristics;

7 information about mandatory certification;

8 the legal address of the manufacturer and (or) seller;

9   net weight, basic dimensions, volume or quantity;

10 composition (completeness);

11 trademark (trade mark) of the manufacturer (if available);

12 date of manufacture;

13 shelf life (or service);

14 designation of the normative or technical document according to which the goods are manufactured (for goods of domestic production);

15 information on voluntary certification (if available);

16 information about the conformity of goods with state standards (on a voluntary basis);

17 bar code product (if available);

18 specific information for the consumer (if necessary);

Notes

1 Subclauses 1-8 are mandatory for manufacturers and (or) sellers to indicate.

2 Depending on the type and technical complexity of the goods, the manufacturer and / or seller has the right to apply all or only a part of, while providing the necessary information sufficient for the consumer, including safety, environmental friendliness and energy efficiency of the goods.

3 For domestic goods information for the consumer, provided in accordance, must be supplemented with information in accordance with the requirements of other state standards or other regulatory documents on a particular product.

4 Compliance of the goods with the declared information is a mandatory requirement for the manufacturer and (or) the seller.

4.7 Names of goods must comply with the state standards of the Russian Federation, the all-Russian classifiers of technical and economic information.

Goods that are not traditional for Russia, imported, must have names that meet international, regional, national standards, and, if they are not, the names adopted in the country of manufacture.

The use of such characteristics as “Environmentally friendly”, “Radiation-safe”, “Made without the use of harmful substances” and others with advertising nature in the name of the product is allowed only if the regulatory or technical document of the manufacturer specifies the verification method (control) and allows identification of these characteristics goods, as well as confirmation by their competent authorities.

4.8 The name of the country of origin of the goods is indicated by the UN name of the country.

If a product manufactured by an aquatic country is further processed in another country, which changes its properties and (or) turns it into the final finished product, in applying information this other country should be considered as the country of manufacture of this particular product.

4.9 The official name of the manufacturer and its legal address should be used in the information for the consumer of the goods.

If the manufacturer of the goods does not appear simultaneously as a packer and / or exporter, then along with the manufacturer’s name and address, the packer and / or exporter and their legal addresses must be indicated.

The name of the manufacturer, packer and / or exporter can be written in letters of the Latin alphabet with simultaneous mandatory indication  The name of the manufacturer is letters of the Russian alphabet, ensuring the correctness of the Russian language.

4.10 The main (or functional) purpose of a domestic product or the area of ​​its application (operation or use) must be communicated to the consumer in full compliance with the regulatory or technical document for the goods supplied.

4.11 The terms and conditions for the safe storage and transportation of goods must be communicated to the consumer in full compliance with the requirements of the regulatory or technical document on the delivered goods.

4.12 The terms and conditions for the safe and technically efficient use of the goods must be communicated to the consumer in full compliance with the requirements of the regulatory or technical documentation for the goods being delivered.

4.13 Terms and conditions for safe and technically effective repair, recovery of goods must be communicated to the consumer in full compliance with the requirements of the regulatory or technical document for the goods supplied.

4.14 The terms and conditions for the ecologically safe and technically efficient disposal, burial, destruction of goods, (if necessary) should be communicated to the consumer in full compliance with the requirements of the regulatory or technical document on the delivered goods.

4.15 The main consumer properties and characteristics of domestic goods must be communicated to the consumer in full compliance with the requirements of the regulatory or technical documentation of the manufacturer.

4.16 The manufacturer applies information on the mandatory certification of goods (for goods subject to mandatory certification in Russia) as a mark of conformity according to GOST R 50460.

4.17 Net weight, basic dimensions, volume and quantity of goods must be indicated for the consumer or buyer in the metric system of measures (international system of units).

4.18 The composition (completeness) of the goods should be presented in the form of a list with the name "Composition" or "Completeness".

Information about the healing and therapeutic purpose of the product, the absence of harmful effects on the life and health of people and representatives of the animal world, or on other special characteristics, is submitted with the permission of the competent authorities.

4.19 The trademark (trademark) of the manufacturer of the goods is affixed directly to the goods, packaging, and also on the labels or labels.

4.20 Shelf life (or service) is calculated from the date of manufacture and indicate directly on the product, transport packaging, packaging (consumer packaging) using one of the following typical formulations:

1 "Valid for ... (days - months - years)" or

2 "It is valid to ... (day - month - year)", or

3 “Use up to ... (day-month-year)”.

4 "Service life ... (years - hours - cycles, etc.).

Notes

1 Taking into account the specifics of specific goods in the information about them for the consumer indicate the shelf life and shelf life (or service) or only the shelf life (or service) of the goods.

2 For goods with practically indefinitely long (long-term) technically possible storage periods, their shelf life or storage periods in the information for consumers are not indicated, but they are set (if necessary) in the contract (contract) by delivery or in the contract (contract) for sale.

3 The manufacturer is obliged to indicate the expiration date, if this product is included in the List of goods approved by the Government, for which the expiration date is mandatory.

4.21 The information for the consumer of domestic goods should indicate the designation of regulatory or technical documentation on which it is produced.

4.22 Information on the compliance of domestic goods with the requirements of state standards is applied on a voluntary basis in the form of a conformity mark in accordance with GOST R 1.9.

4.23 Information on the approval of certification of goods (for goods that are not subject to mandatory certification in Russia) is put in the form of a mark of conformity adopted in a particular officially registered system of voluntary certification.

4.24 Domestic product marks in the prescribed manner are also other signs adopted in the Russian Federation.

4.25. The barcode product code, confirming its identification (on the voluntary initiative and independent decision of the manufacturer or at the request of the consumer and (or) seller), inflicts the product on the container and (or) packaging according to the rules established by the European Association of commodity numbering (EAN).

4.26 The product can be accompanied by specific information for the consumer (if necessary), for example, advertising information characterizing the special properties or advantages of this product in comparison with similar products, license signs, cost-effectiveness signs, enhanced security and others.

5LOCATION OF INFORMATION

5.1 Information may be located in one or several places that are easy to read.

5.2 The manufacturer, seller, packer must have information for the consumer of the goods always in the same place of the unit of goods, packaging, and packaging.

5.3. With small sizes of units of packaging, packages on which it is technically difficult to place the necessary text information for the consumer of the goods completely, as well as on souvenir and gift products, data characterizing the goods are allowed, or part of them should be placed on a sheet attached to each unit of packaging, or group packing, or in accompanying documentation to the delivered goods.

6 METHODS OF SUBMISSION INFORMATION FOR THE CONSUMER
AND REQUIREMENTS TO THE QUALITY OF ITS EXECUTION

6.1 Information for the consumer can be applied in any way, but in all cases should be clear and easy to read. The same goals should be achieved using the most effective color gamut.

The safety requirements for the preservation, transportation, use, disposal, burial, destruction must be separated from the rest of the information in a different font, color or other means.

If the packaging in which the goods are placed is covered with additional packaging, then the information on the inner packaging must be easily readable through the outer packaging or there must be similar information on the outer packaging.

The means of application of information, in contact with the goods, should not affect its quality, must ensure the stability of the marking during storage, transportation, sale and use of the goods.

6.2 Security of information for products used in conditions of active environmental exposure or in special conditions (high or low temperature, aggressive environment, etc.) must be provided by one of the following methods or their combination:

1 by using resistant carrier material (water-resistant, temperature-resistant, etc.);

2 by applying the appropriate method of application (extrusion, etching, etc.);

3 using a resistant shell (transparent film, bag, box, etc.).
