Place it in the USA. Stands for fittings in the USA

The discussion, organized in the Azattika studio in Prague, included the president of the association “Human Rights in Central Asia” (AHRCA, France) Nadiya Atayeva and Kyrgyz political scientist Daniel Kadirbekov. The discussion was hosted by the journalist of the Kazakh service "Azattika" Galim Bokash.

"Azattik": Vlada declares that Tekebaev is trying to make legal claims - for stealing a swag worth one million dollars. The low position of opposition activists and human rights activists means that it is considered illegal. You respectfully stitch behind the hem on the side, what do you think?

When Tekebayev was censored, the procedural mechanisms were completed formally, so we can talk about political re-investigation. Why? Because Tekebaev is one of the potential candidates for the presidency. As a well-known political figure, not only in Kyrgyzstan and in the Zagal region, the politician arouses the interest of international politicians. Current nutrition is destroyed in such a manner that the marriage will earn them respect and give its assessment. Of course, we can’t help but turbocharge Vlada. Moreover, he is one of Atambayev’s serious opponents. We also understand that Atambayev controls all law enforcement agencies, the special services and the regional prosecutor’s office. In Kyrgyzstan they gave persecution and journalists, the bright butt is on the right of Dayir Orunbekova. You can tell me about Azimzhan Askarov.

The moment the government begins to restrict freedom of speech, degradation begins in the country. The re-examination of representatives of the community council is not a very careless official. It seems to me that the time has come to convene the hourly committee out of fear from the citizens who have become aware of the political persecutions. The Committee strengthens its proposals with international organizations. In my opinion, it is necessary to try to hold a hearing with the European Parliament and the US Congress about the situation with human rights. It is possible for members of the European Parliament to praise this resolution. The language is not only about Tekebayev, but there are a lot of circumstances that require respect. Aje Atambayev continues his political career so that he can still reason with the people. We have not yet reached the point of irreversibility and have not yet been able to repeat Karimov’s pardon.

The state machine in the post-Russian lands follows a single method. The re-investigation of political opponents in Russia and Kazakhstan does not follow the same logic. You can be sued for dishonesty for any reason. As Stalin said, there would be a people, but there would be a statue. This very principle is followed in the post-Russian countries. Among the remaining democratic changes, I noticed changes in Kyrgyzstan. However, Atambayev’s behavior always leads to the thought that the edge will not turn to authoritarian times. The Prime Minister is raising the alarm with increasing importance - about the possible continuation of Atambayev’s rule. And Tekebaev himself most often stated this.

The harassment of the representative of the legislative government and criticism of the government in Kyrgyzstan - all of this Kazakh readers were filled with wonder and doubt before the change of power in the country.

TV channels and press in Kyrgyzstan are under the control of the government. The population rejects one-way information. All international partnerships and organizations may contain different types of information. For them, if the authorities of Kyrgyzstan announced Tekebayev’s guilt, they would not know that this is true. Dozens of countries smelled the stench, where authoritarianism and dictatorship were established.

Develop your understanding after an independent analysis. The world is wary of the revival of democracy and the development of nationalist ideas after Brexit and Trump’s victories. Leaders of countries who are expanding democracy and respecting its values are already changing their views. If Tekebayev is tried, international human rights organizations and democratic parties may stir up opposition and declare their position. But I don’t think there is any reason to reduce the availability of grants, loans and similar homeownership. Atambaev understands this. In addition, President Atambayev is pro-Russian, so the thoughts of international institutions are not important to him.

The strength of democracy has weakened

‚Analyst for Central Asian countries at the Carnegie Institution in Washington Paul Stronski It is important that Kyrgyzstan may have a better choice of politicians. I spoke with RFE/RL's Washington correspondent Karl Schreck and came up with the idea that Kyrgyzstan has a weaker democracy. Now the authorities of the region declare that the criminal records of 100 deputies from the Ata Meken faction have been destroyed as part of the fight against corruption, and the principles of democracy are no longer being undermined.

Carl Schreck: How do you assess the situation in Kyrgyzstan?

Paul Stronski: The stench screams restlessness and shows that the sameness, as there was some fate, is no longer there. The establishment of democracy in the country is going well. The fight will continue. The rest show that the country has gained a lot of momentum.

Nina Kyrgyzstan does not have great significance for the Sunset. There is no longer a US base there. The country has paid respect to the Sun only for one thing - the glory of democracy. Already, it seems, it is weaker. In my opinion, Kyrgyzstan is still trying to achieve a rich vector policy without turning back to Russia and China. Such, as a referendum between the authorities, will give rise to various doubts. The rest are completely negative.

Carl Schreck: You indicated that Kyrgyzstan is not of great interest to Washington. How much do you respect the administration of the dignified president?

Paul Stronski: I don't check the price. The edges of the vessels are of greater importance for safety. Western countries paid great respect to the development of democracy in Kyrgyzstan. This will immediately increase the respect of the United States, including the desire to develop democracy in Kyrgyzstan. Because they cannot boast of democratic benefits in the country.

I don’t think that the US administration is more respectful of Kyrgyzstan. She certainly does not demonstrate the intention to protect the rights of people in this country. In my opinion, the indicators of democracy in Kyrgyzstan will decline. The country has no desire to pay respect to Zakhod.

Carl Schreck: Corruption is a big problem not only in Kyrgyzstan, but throughout Central Asia. And Vlad’s deputy’s efforts are explained by the fight against corruption...

Paul Stronski: First of all, Vlada says so. Parliamentarians have parliamentary inadequacy. It seems to me that in the region people are getting very dark. I understand what Vlad is saying. Washington can clearly see the ultimate reason for this situation.

Translation from Kyrgyz. Original article

The political push is given by the American order to the citizens, who may be afraid to return to their native land, because the stench reeks of a “growing fear of re-investigation.” The citizens also get a political boost, since the stinks have deprived their country after the re-examination. After the withdrawal, you can ask for a “green card”, which gives you the right to permanent residence. In order to remove the American seal, I will prompt you to turn around before reporting to . The legacy is looked at either positively or negatively. If the negative evidence is removed, it can cause harm in court and lead to the discovery of grounds for political prosecution.

In the process of removing a political visa, you need to contact the Immigration Service or if you are in trouble, you were re-examined before processing or you have a risk of being re-examined by . In this case, notification of the threat and re-investigation may be supported by written evidence that can be verified further. And under the re-investigations, there is a threat of harm and the possibility of theft, entrapment, arrest, imprisonment, and threats of assassination, attack. Other reasons for the transfer of political capital may include retirement from work, recovery from the initial mortgage, loss of life, other power, and other deprivation of rights.

When a political officer passes through the United States of America, the trace will indicate the need for reinvestigation. This may apply to both the order itself in the special police and other officials of any rank, as well as to individuals on the territory of your state. In another case, you need to make sure that the order has not made the necessary money to ensure your safety, is not effective enough, or has failed the people who were re-investigating you.

The US immigration law has 6 political implications, which will be discussed in detail on our website:

To obtain a settlement in the USA, you will need to prove that the re-examination is not of an inter-principal nature, but is related to one of the over-insurance factors. So, if in an army soldiers succumb to torture, violence on the side of old-timers and officers, then it is necessary to establish the reasons for such a conflict. If the motive for the hazing was due to mutual differences on the basis of hostile arguments and psychological insanity, then this cannot be the reason for the removal of a political figure. At the root of the conflict lies the national warehouse and re-examination of individuals through their affiliation to sexual minorities, which is a serious basis for the investigation of the US immigration service.

In the same way, respect should be given to the individual, to whom a political backdrop cannot be given.

  1. Individuals who have studied others from political motives or through descent to religion, social group, race, nationality.
  2. Individuals convicted of serious crime.
  3. Individuals who create insecurity for the United States have sufficient reasons to address such insecurity.
  4. Individuals who have committed atrocities on the territory of their state, and thus are encouraged to become unique in the territory of the United States.
  5. Individuals who lived permanently on the territory of other powers, including our own, before arriving in the United States.

The skin from the stand for removing the American political butt has a specific meaning and place. In zagal rice it is significant that there are such substitutions.

Article 19 of the Universal Declaration of Human Rights states that “everyone has the right to freedom of communication and its full expression: this right includes the freedom to pursue one’s own communication without prejudice and the freedom to joke, extract and expand information those ideas, be it in any way, regardless from the sovereign cordons." This principle is confirmed by Article 19 of the International Covenant on Civil and Political Rights. The applicant is guilty of providing evidence of alleged fear of re-investigation for preaching such perversions. This conveys that the placement of the authorities before the transfer of the applicant is intolerable, the transfer of the applicant is in the hands of the authorities or is attributed to them to the applicant, the applicant or other individuals in the same position have received reprisals for their transfers or they face threats of stagnation of such entries iv.

The legal declaration of human rights, 1948. and the International Pact on Civil and Political Rights, 1966. vote for the right to freedom of thought, conscience and religion. This right also includes freedom to choose, change religion and the right to expand one’s religious beliefs, the right to start a religion, worship and continue religious rites and rituals.

Examples of re-examination on religious grounds include:

  • withdrawal of membership from religious organizations;
  • protection of religious places of worship in urban areas;
  • protection of religious teaching and enlightenment;
  • discrimination based on the sign of belonging to any religion.

Social groups most often attract people of a similar lifestyle, who lead a similar way of life and have approximately the same social status (students, pensioners, businessmen). The pursuit of this sign is often accompanied by a fear of repursuit of other signs, such as race, religion and national origin.

Article 2 of the Legal Declaration of Human Rights, 1948. Guess “national and social differences” are among the signs, discrimination on the basis of which may be protected. Similar provisions are found in the International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights of 1966.

U Convention 1951 The obscure term “humility” is not limited to the concept of “humongousness” and avoids nationality, also including affiliation with a particular ethnic, religious or cultural group. You can get away with the concept of “race”. Re-examination of the national sign most often manifests itself in the enemy’s attitude and includes approaches directed against the national minority (religious, ethnic).

Since there are a number of ethnic and ethnic groups on the territory of the state, it will never be possible to separate the re-examination of the national sign from the re-examination of the political reconciliation of the minds of the political rulers In particular, due to nationality, there are a number of reasons for re-investigation.

They include gays, lesbians, bisexuals and transgender people. Although the law guarantees the equality of rights and freedom of people and citizens, their violation of the motives of belonging to sexual minorities is not uncommon. Examples of re-examination of sexual men can be the praise of homophobic laws, the promotion of criminal liability for single-state relationships, discrimination in the workplace and in practice. Also, reinvestigation can be aimed at protecting the activities of LGBT organizations, protecting the freedom of peaceful assembly and association.

There is another, but entirely independent, procedure for denying the right to enter and reside in the United States. This is what you see from humanitarian causes. The decision to grant the right to travel to the United States is made by the Secretary of the American Department of Homeland Security. Thus, the basis for granting permission includes medical and humanitarian reasons, as well as other emergency situations.

Chergova, the third evidence about political re-investigations in Russia in 2011-2014. This is dedicated to the judicial re-investigations that marked the enormous political activities in Russia from 2011 to 2014. This evidence shows a wide range of practices that cover the political and social activities of a particular person without the need for criminal or administrative records. These practices can be divided into criminal and criminal. Criminal practices are illegal ways of disrupting the activities of activists: threats, loss of power, attacks, killings. Please note that this method is of renewed importance to both law enforcement agencies and various officials, for example, without the threat of removing children from custody, the hanging of unwanted foreigners by the FMS and the FSB, sk for business, salary, etc. Court-by-trial reinvestigation - In the broadest sense, and due to their specificity, stench practically does not lend itself to either appearance or regular monitoring. Information about such re-examinations is important to the Russian political life, and the possibility of dealing with them in practice contributes to the awareness of these activists. The purpose of this evidence is to describe the very phenomenon of judicial re-investigation and, using specific applications, to develop the primary categorization of stagnation practices.

Regardless of the fact that Russian legislation is constantly being rewritten and supplemented by the self-interest of officials and law enforcement officers, the criminal and administrative codes are also equipped with tools for pressure, in addition, their deprives people of documentary evidence. Case-by-case reinvestigation is essentially a mobile tool, which allows you to reach the required information through a bureaucratic process. Therefore, there is beating, killing, loss of power, slagging, pressure on activists from the vicarious resources of various agencies and an important warehouse for current political re-investigations. OVS-Info launched monitoring and investigation of court-by-trial reinvestigations only in 2014, and at this stage, comprehensive investigation and description of this phenomenon is far from complete. This evidence reflects both preliminary attempts to describe the case-by-case investigations by other legal authorities and investigators, as well as the results of the current OVS-Info monitoring of PHI and interviewing assets stiv.

The previous classification of practices allows us to talk about those that according to judicial re-examinations in Russia consist of:

  • attacks of varying degrees of cruelty

  • burned that poor lane

  • bound by the pressure of “preventive conversations”

  • threats of violence

  • zvilneni

  • attacks on business

  • vice with vikoristannyam ZMI

  • reduction in accommodation allowance

  • threat of reduction of Father's rights

  • watching concerts

  • cyber attacks

  • blocking content on the Internet

  • exchange of freedom re-suvannya

  • specific pre-election machinations

This list will be expanded later, after further investigation of specific cases. The classification of ship-by-vessel investigations is complicated by the installation of a pressure initiator. The subject of this evidence is re-investigation, in which officials and law enforcement officials and representatives of the government take part. Thus, this evidence only describes the phenomenon and breaks down its primary classification based on specific cases for 2011-2014. The evidence does not pretend to be an assessment of the scale of the phenomenon, nor is it to unequivocally state the relevance of all the cases of representatives of the government.

A look at the current data

Until then, political re-investigations related to violations of criminal and administrative law are being carried out by a large number of organizations, reflecting the situation with the pre-empowerment of human rights in Russia. The SOVA Information and Analytical Center, which monitors the unlawful implementation of anti-extremist legislation, uses the Vikorist category “Other Powers and Community Affairs” to describe such episodes. Examples of such re-examinations are found in hundreds of thousands of surveys of the center, I have dedicated a special section to the Owl website - however, it is not regularly updated. “Sova” does not know the statistical appearance of “other activities”. This category of “Owl” includes a wide range of repressive practices: from the fencing of concerts and pressure on ZMI to conversations with threats, such as law enforcement conducting without protocols, and unmotivated searches. On the website of the “Union of Solidarity with Polar Wars” there is a section “Svaville” with low levels, and also publishes materials about a wide range of repressive practices, both judicial and those associated with criminal and administrative istrative right. However, this section is also updated infrequently.

The destruction of investigative journalists by the Glasnost Defense Foundation. To insure against attacks and harassment of journalists, liberation of journalists, as well as private calls to them and to ZMI. OVS-Info does not want to introduce private calls to political re-investigations, since it is difficult to convey that the calls to the journalist or activist are presented within the framework of a government initiative, and not for the active private calls of a prisoner in get along. The Glasnost Defense Foundation records all attacks and harassment of SMI agents. Many of them can be a way to combat unwanted media, but not always provide additional information about the motives for the attacks.
The election disruption is recorded by the Voice Association. As during the election campaigns, and especially on voting day, there is a complete violation of the rights to participate in elections and guard them, in the course of which the police and members of election commissions act without permission on either the Constitutional Committee or the Communist Party of Administrative Offenses. Case-by-case investigations regularly appear in the analysis of the Agora Association: from attacks on activists to blocking of websites. The topic of judicial reinvestigations for huge and political activities is constantly present among independent Russian snakes.

Practice

Attack

Attacks on activists are one of the most common forms of criminal reinvestigation. To systematize information about such episodes for the first 9 months of 2014, try Vitaly Cherkasov, a lawyer at Agori, the current director of the Transbaikal Legal Center. He published the follow-up study “Tits in Russia: new trends in the targeting of community activists.” “Analysis of such outbursts shows that the threat of violence, as a rule, comes from victorious patriotic and nationalist groups loyal to the government. ZMI’s reports on protest actions, where attacks are launched and attacks are being made, include representatives of the “National Liberal Movement”, “People’s Council”, Cossack formations, “Orthodox patrols”, as well as anonymous provocateurs and hooligans,” writes Vital ii Cherkasov.
Cherkasov speaks out about the interconnection of violent acts with other forms of criminal investigations: “Force the stench of the wicked is beginning to creep in - for the help of anonymous threats from social security and by phone, they are expanding the cover of the place of residence, work and to openly threaten, for example, at the hour of public entry . If the will and mood of the huge activist were not swayed, the interrogators could proceed to direct physical violence.”

According to the investigations, over the past nine months of 2014 there have been at least 42 attacks, during which nearly a hundred civilian and political activists, journalists, environmentalists, city workers, and activists, leaders of professional groups and gay activists. Cherkasov writes that there is nothing to compare this data with: no such investigations were carried out at the front. Most often in 2014, physical violence stagnated during public events, when more than 45 organizers and participants of these events suffered at the hands of aggressive opponents. Nine attacks took place on the streets of the city and other large towns. On seven occasions, large-scale activists experienced beatings at the entrances of their booths, or orders from them. During the ongoing professional activity related to the collection and distribution of vital information, more than 15 journalists were injured in 2014. In six attacks on journalists, the perpetrators damaged editorial equipment (photo and video cameras). Most often, the attackers beat activists and journalists without any damage.

However, in several attacks, the victims suffered from injuries and knife wounds. In three attacks, the attackers stacked gas canisters. Dvichi vikorystuvavsya rose greenery. Batogs, rods, fittings and electric stun guns also became stuck during the attacks. In almost all cases recorded during the investigation, attacks occurred unsuspectedly: blows came from behind, attacked from behind the horn, or in the dark hour were finished off. In one attack, the attackers escaped from the apartment of a trade union activist. Monitoring of the ZMI shows that many attacks are being carried out absolutely openly: “About thirty activists of Kaliningrad from various directions gathered for the monument to cosmonauts on the Avenue of Peace with Russian and Ukrainian with flags and posters “There is no fraternal war” - the action was organized by the local “Committee of the Community”. Approximately a few people - close to thirty - began to throw themselves at the eggs that were holding the rally, two people were doused with brilliant green.

The police did not stop the attackers, but the police officers surrounded the protesters with a ring, and after the end of the action they put them on a police bus and took them to another part of the place to protect from attacks. Two activists were beaten on the street after the rally - “Yabluchnik” Oleksandr Gorbunov immediately suffered from a coward’s brain.
Two people came out to openly oppose the war with Ukraine near Barnaul. This is a huge activist Artem Kosaretsky and a member of the Public Monitoring Committee Viktor Rau. During the protest, Artem Kosaretsky was attacked: unseen people tore up the poster “Siberia is against the war,” what a great activist,” the New Kuzbas portal describes the anti-war protests.

According to Cherkasov's data, in nine out of ten cases the evildoers achieved numerical superiority. According to the surveillance data, attacks were mainly carried out in connection with elections dedicated to Ukraine, as well as municipal elections. Well, of course, the list of drives is not exhausted. For example, in the spring of 2014, the people who participated in the “daching” - a campaign trip to the official headquarters, organized by the henchmen of Olexiy Navalny - suffered from an attack by unknown people. Violent activities can spill over into different surroundings. “If in the winter of 2012 Anton Demidov from “Young Russia” wanted to tear up the notice for the rally, because I had a small tax, and at the same time my passport, since everything was in the same plastic folder, I was already inhumanely having fallen against the walls of the city “For me, you tried to take the folder back,” says OVS-Info Nadiya Mityushkina, a Solidarnost member. - The documents turned out to be stolen only because one of our comrades, Stas Pozdnyakov, who could not resist him, - he was even stronger, he stinks, even trained lads - at some point he simply fell into his legs, knocking his knee, and so on. The police, who were joyfully marveling at us, made up their minds and pulled both of them into custody. Demidova let us go, Stas was spared for us to buy from the All-Russian Military Service as well. This is the case against Volodya Ionov (he is charged under Article 212.1 of the Criminal Code for “multiple disruptions at rallies” - OVS-Info) five years ago at “Baumansky”, collection, if you stand from the distribution of additional take some leaflets, add some cold water . We knew that Volodya was bathing in the polontsia - he had already bathed - so he heroically wiped it all away, only to realize to himself: pour a bucket of water on the summer people!

During episodes of violence against activists, there is often a shortage of food, so far as it is controlled by security forces and whose attack is suppressed. These situations can be taken into account unconditionally if the police officers are present at the time of beating and do not make regular visits. A good butt could be used to attack Nadiya Tolokonnikova and Maria Alokhina in Nizhny Novgorod. The attackers were members of the “National Liberal Movement”, but operatives of the local Center “E” arrived right at the scene, hiding the hooligans and the first ones, who expanded information about the attack from social media. Another bright example is that in early 2014, Krasnodar faced an unstoppable campaign for the “federalization of Kuban.” I want an attack by the troops on the oppositionist Vyacheslav Martinov, police harassment and judgments of up to 15 days, and not the powerful activist who attacked him.

Killings and attacks on journalists are an important part of criminal investigations. On a regular basis, information about the pressure on journalists is collected by the Glasnost Defense Foundation, otherwise many similar stories do not have a nationwide resonance. The section on the assassination of journalists is constantly being updated on the Foundation’s website. Subject: “Vveacha 18th injury 2013 Roku 66-rib hex-head of the silradi, editor of the Gazeti“ Silrada ”Mikola Potapov Viishov in the Bikolorka (Stavropolsky Territory), I at the Automobil“ Oka ”, de yomu, Checking his squad. In this unknown hour, the black mass has taken five shots in the dark from a flammable outbreak. Having gained authority among the residents of the region, the regional government repeatedly tried to get away from the plantation. He became famous after he went on hunger strike in his office, against the prosecutor's office and against the law. The Home Government did not adhere to this principle of position regarding the sale of land plots near the resort of Zheleznogorsk.”

The attacks were discovered by journalists who were trying to find out more information in Pskov in 2014 about paratroopers sent to fight in the territory of Ukraine and those who died in the battles in Donbass. He was brutally beaten and the local politician Lev Shlosberg, who voiced this topic. The annexation to Crimea is accompanied by a harsh pressure on all the inhabitants of the region who have suffered misfortune. There were also politically motivated criminal and administrative actions, but most of the Crimean repressions consisted of threats, beatings, thefts and salaries. In late 2014, the Crimean Tatars spoke of 18 representatives of their people who had fallen into obscurity18 - they suspected that there would be more violence than judicial reprisals. Krim has undergone dozens of investigations from political parties (there are no exact statistics), although we know about literally a handful of political criminal records. Many people were threatened to flee to the mainland of Ukraine.

Pidpali, ushkodzhennya lane

The mixture of physical violence and a wider attack on power, for example, fell into the mix. Due to the great confidence of the authorities, the place of initiating events fell in Yaroslavl, where the props were saved for the rally against the restrictions on the elections in 2014. They also practice threatening writings near the entrance (although the walls of the entrances do not have private power, writing on them can miraculously hide the stain of a person), damaging the doors of the apartment, and parking the car. “Vandals-hunters” can vikorize a wide range of equipment: from a hammer and a mounting stump to feces. For example, they dumped a toilet on Boris Nemtsov’s car. Voronezk human rights activist Natalia Zvyagina had a US ensign hung on her apartment door and smeared with feces. Similar actions are practiced by non-state actors: from the reports about the threats to the meshkans and the fall of the Budynkas near Moscow, it became clear that the forgetter acts independently: activist Irina Tyukachova describes how They were trying to bribe and threaten a representative of the company, who were leading the village to unknown residents. Tyukachova adds: “Before I met with me, the forgetter Klimenkov was trying to join the administration of Similar with members of the community for the sake of the head of the Territorial Administration of Similar. Moreover, not with everything, but especially with the actions of them. Without giving up encouragement for my project, I was again trying to get together with them for a behind-the-scenes meeting. If they didn’t give in, they might have threatened and sworn to me.”

Besidi

The most widespread type of pressure is “conversations”, which are conducted by operatives of the Center “E”, FSB, hospital and others. The “conversations” themselves are not illegal - according to law enforcement officers, they are carried out as part of the prevention of extremist evils, which is included before their duties. According to the law, a citizen can be found in connection with the security forces of law enforcement agencies outside the framework of criminal and administrative law. Actions should be done this way, actions should not be done. Often such conversations are accompanied by threats of dismissal from work and recruitment attempts. “It is clear that these threats (drug supply - OVS-Info), as well as the threats of violence, do not cause me either “spivpratsi”, or “rosmova”, “armor-piercing” arguments went along with them. They guessed my fate in the action at Bolotnaya on May 6, 2012, and the possible gain from “Bolotnaya Justice”, as well as my loved ones, who, since I “play the hero”, have an unenviable fate. Having learned that they didn’t accept me, they immediately “got back to business,” and, having noticed the “buried” stability, they said that they no longer wanted me to repeat the share of Oleksandr Dolmatov, who worked, like me, at a regime enterprise i, what knowing “secrets that the enemy needs so much,” and whoever happened to die,” activist Pavlo Kuznetsov describes the threats of operatives to Center “E”.

Such conversations can be a tool for collecting information about the opposition, as well as trying to convince people to participate in large-scale political activities. For a long time, it has been a popular practice among police officers to seize activists before writing letters about their brother’s participation in specific high-profile protests. Such receipts do not have any legal force. For example, in 2013, 20 people from the Ekaterinburz newspaper “Є Robot” voiced their hunger strike through the destruction of the booth, raised on pennies by the editors. Andriy Vibornov, the director of the local house, published a newspaper, describing the pressure on the protest participants: “After ZMI received information about the hunger strike, no less than 15 people came to us, among them the chief of the security police , i head of the criminal investigation department of the Leninsky district of Yekaterinburg, and operative officer. They took a receipt from me stating that if we go out into the street, it will be considered an unauthorized rally and extremism. If you want to go out and smoke without blocking it, go ahead. And in this situation, I especially bear the criminal responsibility of being a stoner. It would be because of such backwardness that the evildoers were caught and a huge order was buried in the streets. When the television cameras started smelling (before us, colleagues from TV channels had come to film the story), they immediately retreated. A representative of the administration of the Leninsky district arrived - a young man in a gray suit, and he couldn’t introduce himself after standing, hesitating and talking.” According to information to the portal “Pivdenny Federalnyi”, Nevinomysk students were given letters of receipt with obligations not to take part in nationalist rallies with the drive to kill local resident Mikoli Naumenko, which caused a resonance28.

Cleaning and cleaning

Another method of influx is removal from work or recovery from political motives. The most beautiful butt of 2014 rock is Professor Andriy Zubov’s exoneration from the Moscow Institute of Foreign Affairs for his unrecognized involvement in Crimea. Vidrakhuvannya from Vishivs are threatening students for participating in opposition actions, after implicating them, in case of misfortune, becoming an informant for the Center “E” and the FSB30. A typical story about a recruiting attempt: a student is approached by the dean’s office, and the FSB police officers and spy agents are looking for him. According to activists of the St. Petersburg branch of Yabloko, the 2012 recovery of student Viktor Vorobyov from St. Petersburg State University was connected with his political activity. Olena Plashchovska, a student, who wrote a complaint against the scandalous St. Petersburg homophobic deputy Vitaly Milonov after his comrades attacked the gay club “Central Station”, was revoked for her hanging. Right away, however, it became clear that there was little academic involvement. This situation illustrates the complexity of the difference between political pressure and simply the inconveniences that can lead to compulsively active people.

Threaten

Russian activists are regularly threatened with beatings, calumnies and inappropriateness - a word with a broad meaning. “It came by mail from the address “This is your last day of the people’s posture with our beloved fatherland... and maybe we have burned the rest... we will return you to Russian justice virodok...” Signature - bik,” quotes the sheet on its Facebook page Oleks ii Sakhnin, who went to Sweden through the threat of arrest from the “Marsh Justice”. "I don’t know who it is. The mobile number doesn’t show up when I came in, but when I woke up they called me in Moscow. Say: what do you want, why are you bothering? Pray, get rid of your daughter, and everything will be fine. It’s possible, this Tiva Z “I went through the same thing when I was fighting for my clinic and doctor. Maybe God’s kindness should call - my phones are on secure access,” Alla Frolova, an activist for the movement in support of the capital’s doctors, told OVS-Info. history has not taken away the continuation, which means who Threatening and making any connection with law enforcement officers is, as a rule, impossible.

Pressure on business

Business is a real pain point for pressure on activists from the side of government bodies. Often, criminal charges can be filed against entrepreneurs marked for their oppositional activities, otherwise the business can be ruined using legal methods. For example, with the beginning of the “bilastrich” protests under pressure, the funeral business of opposition Duma deputies Gennady and Dmitry Gudkovyh appeared. Fines “for failure to comply with fire safety standards” (standards such that it is practically impossible to comply with them), inconsistency with the rupture of contracts on the part of the government authorities, which are being rented, and numerous necessary revisions on the part of various departments - all this is included before reactive arsenal. However, before information about the pressure on business, the trace is placed with caution - it is often difficult to verify to what extent a businessman is actually operating legally. Businessmen tend to see their problems through political repression. For example, at the end of 2012, the death of a prominent participant in the white-stitch protests, the leader of the Freedom Landing movement, Mykhailo Vistitsky, was doomed. Undeterred by those that were associated with the enormous activity of Vistitsky, the ship's supercharges finally went away long before the protests.

Tisk iz vikoristannyam ZMI

Federal television channels and other media, which are under the control of the state, are regularly targeted to create a negative image of the opposition and other activists. In some cases, publications with snakes go beyond the boundaries of “verbal aggression”. The most visible and most striking example of the participation of federal snakes in the political press is the NTV film “Anatomy of a Protest-2”: the recordings of a hidden camera, shown in this film, became an official basis for the establishment of criminal records and how they called for the arrest of “Left Front” activists Sergiy Udaltsov and Leonid Rozvozzhaeva. Another episode of the connection between TB and other repressive actions is the execution of the movement “For Human Rights” from the office in 201339. The need to spare the rights officer Lev Ponomarov, the appointment of NTV led to the fact that he was a “foreign agent.” Another bright butt is the NTV film “Livozahisniki”. Whose film, for the record, was about Olga Romanova, who deals with the problems of ties and was trying to register as a candidate for the Moscow Duma deputy, who finances the “Right Sector” and “stole the evil spirit” " Any person who portrayed “evildoy in the law”, broadcast on the federal television channel, promised to deal with her.

Threats to reduce Father's rights

A series of threats are being made against oppositionists from the side of the guardianship authorities about the reduction of their father’s rights. Obviously, unlawful threats were sent to the address of the “Swamp Action” figure Maria Baronova in 2012 and the leader of the Rukh to protect the Khimki forest Yevgenia Chirikova in 2011. However, there were no actions following the threats: the children were not taken away from the activists. The guardianship showed interest even to the family of Svetlana Davidova, a wealthy mother, who was called by the state. Maria Baronova described the visit of the guardianship workers as follows: “At approximately 2:50 p.m. on Monday, the 25th, three wives telephoned to my apartment. They did not introduce themselves by name and said what it was: “Municipality. Organs of the guardianship." I, as a person who is not a stranger to all sorts of different technologies, decided not to open it, but to write about it on Twitter. I didn’t mind Twitter. I went back to the door and still wanted to tell the joy of what drive. I was told what's in the neighbors There were signals that I was not taking care of the child and that I was now leading an asocial way of life. From whom I informed that I might have to call ZMI for information about what the government authorities are trying to do. The women wanted help from me. They froze with snakes and became soft crumbs (god, what a warehouse) and moved away directly from the doors. I opened the doors and we had an emotional dialogue (as I say) about those who will turn away from the riot police. I flowed in.”

Reductions in accommodation allowance

The FSB has the right to initiate foreigners from Russia without explaining the reasons for any foreigner as a threat to national security. Since 2012, at least two people have become victims of this practice: the Finnish anarchist Antti Rautiainen and the American human rights activist Jennifer Gaspar. “The court did not decide what specific reasons there were for the cancellation of the residence permit of my friend,” Ivan Pavlov, a leading lawyer and the man of Gaspar, who wanted to discredit her, told The Insider. Vin explains the inconsistency of his family with his professional activity: “As a lawyer, I often took part from the right, where my procedural opponents were FSB intelligence officers. On the right is Professor Igor Baranov, who was called from the exported cordon of materials that could be used to create an outbreak of mass infection - which was completely justified. I was the director of Mikhail Suprun, a professor at Arkhangelsk University, who was credited with collecting data on repressions and somehow destroying the secret prison of repressions. On the right you can see the ESPL. I stole “Memorial”, which was trying to declassify documents about repressions, and other NGOs that were lost to the FSB’s sphere of interests. And ancient references – Oleksandra Nikitina, Grigory Paska.”

Blocking content on the Internet

The problem of control over the political Internet is much broader than criminal and administrative regulations that are violated for various reasons. The prosecutor's office and Roskomnaglyad have the right to pre-trial blocking of sites if they suspect the presence of extremist or similar materials there. Apparently, before the practice of blocking it would be more correct to call it post-trial, rather than pre-trial. The court's call to block the blockade has been going on for many months, so that in reality the Internet is engaged in a virtually headless struggle for the right to expand the article about the phenomenon, which has long passed. Trying to suppress the actions of Roskomnaglyad in court showed that its spyvrobitniks do not properly motivate their actions. The decision about blocking is made by the departmental monitor (closed on weekends, nights). Until the courts, there are no regular service reports about those whose material has been blocked. Judge when you stand on the side of Roskomnaglyad. Victims of censorship include posts by bloggers, groups on social networks, publications on third-party media, etc. The best way to do this today is to try to completely clear the clues about federalization campaigns from the Internet.

Cyber attacks

Attacks on cloud records and web resources of activists are becoming increasingly widespread. In this case, both officials and government-loyal figures may become victims of virtual evil, which does not prevent us from talking about these practices as the butt of political pressure. Rotating accounts on social networks and mail screens makes it possible to collect a lot of information about an activist, or to destroy someone who has access to his listing. Behind the words of Oleksiy Navalny, who recognized such attacks, the middle of the published sheets from his screenshots were fragmented. If it weren't for nothing, people would have a hard time dealing with such incriminating evidence. It is clear that the head of the Investigative Committee of Russia, Oleksandr Bastkrikin, values such methods of removing information as permissible: “published negotiations” were one of the arguments on both sides of the investigation of "Irovles", destroyed against Navalny.

Watch concerts

Watching tours of various musical groups has been a widespread practice since 2000. During this period, such a method has become increasingly important for securing concerts of “important music” and musicians who sympathize with Ukraine. It is imperative that contracts not be torn up, but that concerts under different drives be cancelled, due to an unexpected accident that left the concert hall without electricity.

Obzhennya freedom resuvannya

Activities face problems when transferring abroad: ensure that all tickets for international transport can be purchased with a passport. The Ministry of Internal Affairs and the FSB are planning to close the “Vartovy Control” base, where “extremists” are brought in based on non-public criteria. Arriving in another place can turn into a conversation with aggressive operatives at the station, leaving the border can result in the most intense scrutiny, the acquisition of a flash drive or a laptop. And if people need to cross the exit route - as happened in 2014 with delegates to the UN Congress of Small Nations - they can issue a passport at the border. To change the train, they can find other reasons: for example, a bus with activists from Moscow, who were going to a rally in Yaroslavl in 2014, watched and watched until the rally had not ended59. Behind the Activas of the Solіdarnosti, the Mityushkiyno, Police, motivated the Zupinka Tim, the stunning of the same, to the same, to be transported drugs to the fabrication of Litheretature. Those who were driving a minibus decided to hitchhike quickly, but the police did not allow them to transfer to another vehicle.
Before the hour of the “Daching-3” action, which was just around the corner, the protest of a number of Budynka officials near the village of Akulinino was blocked, the entrances to the dachas were blocked by security guards of the private security company.

Advanced technologies

In the run-up to the elections, the effects of the judicial pressure on the voters are regularly brought to bear. For example, the association "Voice" was concerned about the election of the governor of the Tyumen region in the spring of 2014. The coordinator of Tyumensky Viddіlenn “Voice” Katerina, Smushkin, was drawn by the spial -rosics to the Center “E” I PID Hour P'yatigennino Rosmovs crossed the ї ї ї ’venerates, the Zlamati Zhitta, yaki ї borrowed. Regional and federal elections are often accompanied by difficult elections. The newspaper “My District” near St. Petersburg published an interview with a person who reported on election fraud in the spring of 2014. In addition to the technology of falsification, anyone can guess the recommendation of a physical influx on the guards: “Technical nutrition - know people, rent a bus. Whose fate was it that it was possible to find transport that was less noticeable - minibuses with clear inscriptions like "press" on the front face. This week, the 14th of April, it was necessary to arrive at least 2 years before the election day, so that it would be clear what the turnout would be. They will dress up in a gray manner, without identifying marks, so that it would be impossible to describe the person later.<...>It’s important to give the Zhorstok power, because “the guards didn’t care at all”..."

Visnovok

The collection of information about the trial re-examination and testing of the first classification revealed a number of methodological difficulties, which, as we see it, do not seem to be possible in order to describe the phenomenon itself well. First of all, the real initiator of re-investigation cannot be identified. In other words, it will not be long before we can definitely say that there is a political motive for the re-investigation. Thirdly, it is important that cases of court-by-trial reinvestigation are not accompanied by any official documents. Fourthly, due to the above-mentioned features, the facts of the court-by-trial re-investigation are practically not verifiable. In addition to criminal and administrative reinvestigations, which are accompanied by a large volume of documents that can be analyzed and compared with the data of the reinvestigated, lawyer, certificates, judicial reinvestigation, it is important proceeds without evidence and without the creation of documentary evidence.

It’s important to try and stay afloat. The skin regime has conflict zones and it is even more important how these conflict zones are combined. The axis of conflict zones remains under current power in Russia.

Politically motivated criminal reinvestigations in today's Russia (based on spring 2011 data)

The lower-level butts from the far from overflow occur in places of liberation of the will of victims of politically motivated reinvestigations, the activities of which are of a small non-violent nature and were not associated with violations of the rights of other people.

Eventually, political emigration again became a reality of Russian life. There is a growing number of large activists who are interested in depriving Russia of their position through political re-examination. In Batkivshchyna, they are subject to fabricated criminal reports, pre-emptive trials, and court proceedings. Ukraine is one of the countries where there is a barrier to re-investigation from the side of the Russian government.
At the press center of "Glavred" there was a presentation of the huge organization "Union of Political Emigrants", which was created to unite the citizens of Russia, who are planning to deprive their Fatherland through re-investigations from the side of Russia everyone's power, to assert their rights and mutual assistance.
At the press conference they took their fate: the head of the great Russian united democratic movement "Solidarity" Denis Bilunov, Head of the Board of the "Union of Political Emigrants" Olga Kudrina and a member of the "Union of Political Emigrants" Mikhailo Gangan.
We reproduce for your respect fragments of the press conference.
Denis Bilunov: Those that political re-examinations in Russia are the norm today - this is a dubious fact and should be taken into account in the official speech. Rukh "Solidarity" sounds a little more than fate. We end up with the fact that if it becomes clear that any person is an activist of the organization, almost every time a police officer comes to her from the check. The policeman calls him for an informative conversation to the so-called section “E” - this is a political secret service created within the Ministry of Internal Affairs.
Unfazed by all the reforms that President Medvedev is now flaunting, President “E” will continue his career. Instead, in order to deal with current problems related to current extremism, if tensions between Moscow and St. Petersburg are fueled, there are great treasures to go and rewrite on the pickets of boys and girls, who are gaining courage and walk on the square. They are engaged in triage of them, writing sheets to VNZ, they begin to smell, so they can be wiped out.
The practice is broad, the practice is poor.
I am very glad that such an organization of political emigrants has appeared in us, including people close to us. And I am glad that this organization may be similar to those that are underway in Russia. It is even more important that we need to talk about those who are trying to control people who are hesitant to leave Russia, and about those who are trying to structure and unite those citizens of Russia who live behind the border and would like to rank. in this way to help change the history of democracy in the Russian Federation.
It is important for us that the activities of people who live outside Russia, who do not know what is happening in Russia and would like to change the situation better, introduce some kind of organizational, structuring element. We accept everything.

Olga Kudrina: The community organization "Union of Political Emigrants" was created to unite citizens who left Russia through political re-examination. The main goal is to create a structure that would represent and capture the interests of these people.
One of the reasons why this organization was created lies in the fact that I myself am a refugee. In 2005, a criminal case was opened against me for a political action - hanging a poster opposite the Kremlin with the inscription “Putin, go yourself.” In 2006, when the Tver District Court in Moscow requested five sentences from the penal colony under the illegal regime, I realized that this was a residual stage that could not be resolved in a fair manner. And re-examination, and investigations, and attempts at gold will not all be the same, as they show the evidence of other people. And then I decided to go to Ukraine, and I lost my refugee status here. Having given up refugee status, I continued to face great difficulties. Having realized that they have been helped, I realized that other refugees face the same difficulties. When other emigrants came to Ukraine, there was a need to help them. The creation of the organization continued through the war.
The activities of the organization develop directly over time. The first is the absolute protection of political emigrants, the legal and informational assistance, the attempt to assist in the integration of the spouse. On the right is that the power is not yet ready to help in this plan and we would like to take on this function.
Another area of activity is the collection and expansion of information about what kind of protection a person can have, about how they can get rid of their refugee status. This was done so that people would understand that in extreme situations they can take away the protection, and they would know how to do it. The third direction is informing the community about the problems of political emigration and its causes.

Mikhailo Gangan: I was a political activist, having been with the National-Bilshovitsky Party, if it had not yet been suppressed. In just an hour they stopped it, although this organization did not carry out any violent activities.
In 2004, I was convicted for a peaceful protest in the presidential administration - which resulted in the first political repression of less than forty people who came with me to hand over a petition. Having taken away the mental term - three fates, they let me out through the river, and we were given over to the organization of the March of the Misfits near Samara.
The unification of “Insha Russia” at that time was the greatest threat to the regime. The march of the undesirable permissions of the Lord, or, unimportantly, all forces were used to prevent it. Practically, the UBZ - at the moment, if the evil is organized, this organization is engaged in criminal extremism. They were already engaged in practical and political noise, it came to the point that there were searches in my house and they began to order judges to change the world of punishment into a real term. Two years before March, I had three judges, the judges tried and after. And I happened to get away.
So I became a refugee. It so happened that I was practically not prepared before leaving. I arrived in Ukraine, because there were no cordons, and this country seemed to me to be the most reliable. Coming to the other extreme, you actually don’t know what refugee status is. I contacted Olga, and she then began to help me.

"Editor in Chief": Olga, you said that emigrants face a great number of problems. Name them.

Olga Kudrina: Problems arise from the moment of exit to the final stage. Pershe - this is admission to the extreme, where people want to reject zakhist. Often people who leave Russia are either under a written undertaking not to leave, or under the constant control of special services, which makes leaving Russia itself difficult. The other stage is a thorough search for refugee status, and the important factor here is knowing information about where and what you can apply for, what you can do to work, which is a basis for denying your chances You have the potential.
Further problems arise if you undergo refugee status during the procedure. With these documents in hand, a person can never apply for a job, because the job seller does not know what rights and obligations the person has. There are a lot of such nuances.
There are only a small number of people who qualify for refugee status in Ukraine – about 2% of all applicants. This is a small number, and people who were not protected will have to return to the country, where they are threatened by the insecurity of re-investigation.

"Glavred": How many official refugees from Russia are registered in Ukraine today?

Olga Kudrina: In Ukraine, in the process of revoking refugee status or in the desecration procedure, there are about ten people who are immediately denied refugee status - three people.
I wonder if political emigrants will still be in Ukraine anyway.
And clarification: not all political emigrants are refugees. People in Russia are rich in wealth for their understanding, for voicing their position, they simply respect it. Let's paint the butt - Philip Pishchik, designer. I spent a lot of time at work drawing caricatures of Putin, as soon as threats began to arise. Problems arose with contacts through work and I began to hesitate to move to Ukraine, without losing my refugee status here, but still live and work here.

Question from the audience: Are you planning to return to Russia? How welcoming is Ukraine as a country for refugees? We have an election, a change of power - what do you care about, what will be more important for the new president than refugees from Russia?

Olga Kudrina: I would like to go back to Russia if the political situation there changes. At the moment I don’t think it’s possible.
Much better than the other food - at once friendly, swedish, so, nіzh nі. If people go from Russia to Ukraine, afraid of being re-examined, then she is friendly. How long will it last? I wouldn’t want to make forecasts because it’s important for the people who will receive the migration service. On the third day, a decree was signed stating that the migration service may move under the subordination of the Ministry of Internal Affairs. What changes may arise with the arrival of a new president, I cannot say, because I don’t know. Let's marvel. Ukraine will continue to be a safe land. This confirms the fact that Gangan has never been seen before Russia. With the help of a huge idea, the robots of the legal authorities were able to achieve this.

"Editor-in-Chief": Do you know the understanding of your revolution on the territory of Russia among the citizens of Russia?

Olga Kudrina: Know for many reasons First of all, people who are engaged in political activities are under the threat of reinvestigation, and it is clear that this organization can help them at any time. On the other hand, this huge organization has set its tasks to include elucidating the situation in Russia and elucidating the reasons for political migration - this is the food associated with Russia. They can also find encouragement among Russian political activists.

"Editor-in-Chief": Do you work with opposition organizations that are in Russia? Why aren’t there any of those there anymore?

Denis Bilunov: The very fact of my presence here is already evidence of such spіpractice

Mikhailo Gangan:
I know that political figures signed the text in support of our initiative.

Olga Kudrina: Kozlovsky is the leader of the “Defense” movement, Illya Yashin is a member of the “Solidarity” movement and others

Denis Bilunov: I have a wide range of participation with the leftist, liberal, and patriotic organizations of the opposition movement. I think that the initiative created by the “Union of Political Emigrants” a minimum of understanding. So I think that we will do it safely.

Olga Kudrina: In reality, everything comes down to very simple speeches. People in Russia have realized that in Russia they are reinvestigating – this is an undeniable fact. And those who need protection and assistance beyond the borders of Russia are also completely understandable. That’s why all the people I worked with in Russia support this initiative.

"Editor-in-Chief": The presidential elections in Ukraine ended peacefully, and before you the question is: how do you evaluate the elections of the President of the Russian Federation? How democratic is it? What is the chance to change power in Russia through democratic means?

Olga Kudrina: There is nothing at the moment. If we compare the elections in Russia and Ukraine, the fact of dissent is both there and there. In Russia, the factor of disagreement depends on who Putin points the finger at, and in Ukraine, the factor of disagreement depends on who wins the elections.
Election as a procedure in Russia is the original official.

Denis Bilunov: The expected result of the crisis that is unfolding in Russia - and it is, of course, that it is - would be a change of power as a result of elections in another country, and before this situation it is necessary to go through another great path. And here there is a lot to lie in the face of the forces of the commonwealth, the opposition, and in any sense, and in the face of the forces of the Russian citizens who are hesitating behind the cordon.
I would like this contribution to be more important. It's important.
